His presentation, “First Amendment Free Speech Protections,” will run from 12:30-1:30 p.m. in the Blue Hills Lecture Hall in Ritzinger Hall and will be livestreamed at ricelaketv.com.

The First Amendment requires that “Congress shall make no law … abridging the freedom of speech.” Learn how the U.S. Supreme Court has interpreted this constitutional command during Free Speech Week. Kasper will discuss categories of unprotected expression, regulations of speech in public forums and special considerations for public educational institutions.

Kasper earned his bachelor’s degree from UW-Eau Claire, his master’s and doctoral degrees from UW-Madison and his law degree from the UW Law School. He teaches classes on the Supreme Court and constitutional law, with an emphasis on freedom of expression.

Before joining the UW-Eau Claire faculty, Kasper taught at UW-Eau Claire – Barron County for several years. He has authored or edited nine books and 25 journal articles and book chapters.

The Thursdays at the U weekly series is free and open to the public thanks to support from the UW-Eau Claire – Barron County Foundation. Neither seating reservations nor parking permits are needed for in-person attendees.

While in-person attendance is encouraged, most presentations in the series are livestreamed and archived on the Thursdays at the U webpage.

The next program in the series will be Oct. 29, with the Paranormal Pals presenting “Investigating the Paranormal.”
